Every deployment enters awaiting_approval once the planner finishes. The review panel shows model request, plan summary, estimates, risks, and expected outputs — without listing orchestration steps prematurely.

Approve to queue execution; reject to cancel without provisioning. After approval, the UI shifts to run status and step progress rather than review language.

That gate is especially important for inference, where serving choices affect ongoing cost.
